Palmetto Bay incorporated on 10 September 2002 and had 24,439 people at the 2020 Census. Two places that used to be their own census-designated places, Cutler and East Perrine, are inside the village now.
It is a different market from the new construction further south: bigger lots, grown trees, and houses that have been standing a while. The village calls itself the Village of Parks, and that is the character of the place.
